At the Standing Meeting of the State Council in 2009, semiconductor lighting was included in the measures to expand domestic demand. On April 28, 2009, the Ministry of Science and Technology approved 21 cities as the pilot of the "Ten Cities, Ten Thousand Lamps" semiconductor lighting application project. Promote the application of LED lighting technology and achieve the goal of economic growth through the "Ten Cities, Ten Thousand Lights" demonstration project.

Work objective

The goal of the pilot phase (2009): By 2009, 1 million LED municipal lighting fixtures will be used in 21 pilot cities. Including road lighting, tunnel lighting, subway car platform, underground parking lot, gas station and other public places. The localization proportion of LED devices is 60%. It is expected to save 220 million kWh annually.

During the pilot phase, the main work contents also include formulating demonstration standards, conducting evaluation and acceptance, and strengthening the formulation of product standards and testing platforms.

The goal of the demonstration phase (2010~2012) is to complete the construction of 50 semiconductor lighting demonstration cities in China by 2010, and apply 2 million LED municipal lighting lamps. The localization rate is 70%, and it is expected to save 1 billion kilowatt hours of electricity annually.

Scope of work: regularly publish product guides and excellent enterprises. And the Ministry of Finance and the Ministry of Science and Technology will study and formulate financial subsidy standards to subsidize the demonstration cities.

The goal of the promotion phase (2013-2015): by 2015, semiconductor lighting will enter the 30% general lighting market. It is expected to save 140 billion kWh of electricity annually. Create more than 1 million jobs and become the third largest semiconductor lighting industry.

Scope of work: Through the guidance of the pilot stage, a mature market promotion mode will be formed, and 30% of the national general lighting will use semiconductor lighting.
